Queen Creek is a relatively new town incorporated on 5th September 1989. The first settlers were attracted to the area because of its agricultural potential—they planted corn, cotton, and potatoes. In 1919, C H Rittenhouse founded a farming company and constructed a railroad stop to ship the produce. As a result, the town was named Rittenhouse. As the community grew, the use of the railroad stopped, and they renamed the town Queen Creek.
Other settlers to come to Queen Creek were the Indians. They settled in the fertile land below the San Tan Mountains and farmed citrus, cotton, vegetables, and pecans. Some of these crops are still in production today.

In 2017, The Town of Queen Creek started talks with Johnson Utilities, intending to enter a transaction of mutual interest. As part of the process, the two parties agreed to a Mutual Non-Disclosure Agreement. This contract allowed them to exchange documents, though some were considered confidential information.
Three months later, the town of Queen Creek stopped pursuing the transaction and halted all communications. In March 2018, Arizona Corporation Commission requested the town share its communications with Johnson Utilities. The Town treated the matter as a public record request and alerted Johnson of their plan to share the information. Johnson believed they were protected by the agreement they signed and demanded the Town delete the information.
In April, Johnson filed a lawsuit after the town refused to delete the documents. They requested a Temporary Restraining Order (TRO) against the Town from sharing the documents. The TRO was granted until the hearing. A week later, the trial court heard the case and told Johnson they had no right to demand the town withhold the disputed documents since they were considered public records.
